One of the best toys for toddlers is a set of cardboard boxes like these.  A child can stack with, and sort them, and then learn to put them inside of each other.  They can make a tall tower and then knock it over, they can hide little toys inside and play peekaboo.  It's such a great toy to stimulate so many learning functions in little children.
